Luminous, the Kiryuu twins, and Rose were explicitly not Precure, even in the cases when they had the exact same powers and power source, until All Stars started calling them Precure.

Even then, Laura served the exact same function as Luminous in the first half of Tropical-Rouge and then explicitly became a Precure later on because she wasn't one before.
