So that rent increase was not a typo, but it was a mistake:
Company: $1,000 rent increase a 'grievous error'
According to CC, their staffer mistakenly put the fair market value on the affordable housing lease.

When she called, she was told it was not a typo, I guess she must have talked to the person who made the error and sent that out wrong to more than one person

and yeah, the company increased to the rent to the maximum Home Forward will subsidize, but that is not the amount the renter pays.

I'm so glad your friend isn't facing a horrible dilemma after all! Also, fair market value?? I just moved out of a 1,000 sq. ft. downtown condo in Vancouver with a huge kitchen that was just over that price...

And I've been told Vancouver is more expensive than most N.A. cities minus NY & SF. So I call shenanigans on market value on that place...

Heres my guess. The 10 year property tax exemption is expiring. I think this was the company trolling the city to pressure them into giving them another 10 years of no property taxes.
