If it gives you 90/10 odds, most states in a situation where they are willing to go to war anyway will take the 10% gamble, even putting aside the basic nature of human psychology of being unwilling to give up something important without a fight

even if you put aside all the psychological factors and somehow came up with a model people accepted at the time, as soon as you stopped fighting real wars you wouldn't be able to validate the model anymore so it would get increasingly less accurate and everyone would know that
