Hell, I'd say make the first Engineer the villain who has a change of heart at the end and passes on his powers. Except the first Engineer was Native American, so maybe don't do that.

Ah, okay. I just realized that one line says that she's 'part of the WB/DC's film's villain team'. Which I'm guessing is the Authority.

Also. The more I think about it, the more the Authority as straight up villains bothers me. Like, they're too murderhobo to be what most people consider to be heroes, true. But the people they go after aren't good people, either.

I mean, the one thing I could see is that they’re doing this as a starting place, and if it is “what’s so funny”, then at the end of the movie, Chester is in prison, Jenny comes in and goes “now we’re doing it the right way”. Bonus points if they also bring in, later, a version of the Coldcast arc from Justice League Elite.
