wanderer : More of to lessen the traffic and allow better movement for them between venues. If I was a foreigner, I wouldn't be impressed that essential govt work/services have to be suspended for basketball (and I'm a basketball fan at that). Haayst

ah well, they're putting it at the level of events like APEC. it's a mix of less traffic, possibly more viewers, security (kuno, baka sa govt officials na pupunta lol) and less eyesore x'D
