what google says: The emergency rule by State Attorney General Andrew Bailey goes into effect on April 27 and expires next February. It requires transgender patients — without specifying age — to undergo at least 15 hour-long sessions of therapy over the course of at least 18 months before seeking gender-affirming care.
it also has a really nasty and insidious condition that mental health conditions must be "treated and resolved" before gender affirming care can be provided
(from an article I was reading: Those seeking access to gender-affirming health care must also be screened for autism, and any existing comorbidities like anxiety and depression must be “treated and resolved” before treatment is administered.)
so like, good luck having enough body dysphoria for it to distress you "enough" for gender-affirming surgery, without also having the accompanying anxiety or depression at being forced to live in that situation while you wait for said gender-affirming surgery
