it's probably either 'a: separate rank chains and only someone with a higher space fleet rank outranks a captain on their ship' or 'b: whoever assigned the ranks decided it was like Star Trek where Captain Picard outranks Commander Riker'

general usually goes under troops and army than flying or navy division. But then, do they use admiral as for airforce or navy?

If they were the same rank, even when not aboard the Ghost she'd either be in charge by appointment (like being told she was in command of a mission by a superior officer) or by default if neither of them were officially put in command due to her having seniority over Ezra.

So he'd be expected to defer to her until orders came down saying otherwise, though the primary motivator was probably because you don't piss off Space Mom.

i feel like the whole captain issue is more a problem with English itself, by reusing the same word for multiple different or even similar meanings.

everyone knows a captain the boss of a ship/vessel. However it only goes wonky when adding in multiple uses of the term captain into other hierarchy that really didn't need it.

i do like the idea that rebels use an inconsistent hierarchy to keep the enemy confused. Not sure what the reason was in legends.
