I imagine it was variable. Something that happened frequently, and might have...been forced if a Convocation member tried to reject the Rejoinings, but wasn't inevitable with Zodiark imprisoned.
He does, however, keep clinging to the belief that the previous Rejoinings were necessary, and that humanity wouldn't have succeeded if not for every last one of them.
