he's just. He's known so much pain and loss, and just about al of it has been irreversible. But... there is azem, splintered and faded and in trouble, and he CAN help in a way that doesn't contradict his tempering, and he WILL, and he'll do it right

I imagine it was variable. Something that happened frequently, and might have...been forced if a Convocation member tried to reject the Rejoinings, but wasn't inevitable with Zodiark imprisoned.
He does, however, keep clinging to the belief that the previous Rejoinings were necessary, and that humanity wouldn't have succeeded if not for every last one of them.
Emet still tries to tell himself that no one before the Seventh Calamity counted, but...he really does hate all the death and suffering it took to get them here.
