Alternately: maid fucking hates her job, the "clumsy" incidents are actually just her finding a safe excuse to fuck up her employer's possessions/pour soup on his lap/whatever.
Clumsiness is because she's secretly a robot from an advanced civilization without any access to repair facilities. Comedy is all about her hiding the fact that she's a robot and desperately jerry-rigging solutions to her various breakdowns and malfunctions.
basically that. the maid has some kind of actual medical condition that is interfering with her work and it hasn't occurred to her to ask for help/she doesn't think help is available
no angst about being clumsy, just a down-to-earth acceptance of her limitations and an "oh well, it happens" attitude about breaking plates and spilling tea and tripping over her own feet and such
attempting to not duplicate any other suggestions: the maid is perfectly competent within the normal bounds of her job, but there's always Anime Nonsense going on so usually when she's onscreen she's knocking a vase over by accident because she got startled by an energy blast or something

The maid is specifically paid to be clumsy on cue to fuck with the master's guests. She is however legit terrible at one specific task that no one intends to leave her stuck with but it seems to happen way too often and people assume it's the same cue thing and not her being bad at it.
