No, they can't.

but if you are alone, in a deserted street they can be very persuasive.

one good trick is to give an email address that (seems to) belong to an important (local) newspaper or TV station (you might inform them about it)

As mentioned in the comments for the story, it's also worrying that the form reads they can legally require a social security number for identification. If a subject won't offer an ID card or their name and birthdate for ID, why would the police think they'd tell them their SSAN?
