I never quite figured out Endless Space (for some reason, despite not having many problems with Paradox games) and I haven't tried MoO but I like EL a lot so my vote is Endless Legend

iirc the bugs not only can't ally, they can't even un-wardec anyone unless the dragon mans spend a ton of Influence to briefly force them into peace
