The original Camearra first appeared in the 2000 Ultraman Tiga The Final Odyssey movie and yes she's the first evil female Ultra ever.

Shimarin : yes Carmilla is Tiga's ex mirroring on what's going on according to the title. Trigger is not just a new gen tiga but basically AU Tiga.
