Very very vague thoughts: 1) window washer. Illegal immigrant. Pretends not to be able to speak more than a few words of English but can actually speak it perfectly. Was something useful (to plot) back in Mexico (engineer? Doctor?).

2) draft dodger hippie, steals cars, was maybe in process of trying to steal William's car when shit when down and he ran into the station for safety. Can hotwire anything. 3) a government scientist with a satchel full of data who predicted this and has been trying to get someone to believe him but no one did.
