但最最重要的是：

用 “has not been”是為了對照1972年《上海公報》的這句話：
「台灣是中國的一個省，早已歸還祖國」（ “Taiwan is a province of China which has long been returned to the motherland” ），
對此，龐佩歐聲明說「台灣已經不是中國的一部分」（ “Taiwan has not been a part of China.” ）。

這點具有非常重大的政策意涵（另文分析）。
