Why would I not want the top part?

I think it's just to add length and volume, like if you had shorter thin hair you could pull it through and it would look natural

The hoop is for wearing with a hat or scarf so you have enough to not look bald but not all the extra heat of a full wig when you want to wear something like that.

This is so true, which is why I have not worn one since it became 900000 degrees

I have a hoop of hair, but I don't bother with it.

I just don't care about looking like I have hair anymore.
