The weakened goddess (Iwanaga-hime) that Mayoiga defeated before, it took 108 strong tsukumogami to defeat her

While I don't know how weakened Kukuri went but sending that amount to kill her is definitely not enough.

if they knew that, why the heck would they just send so few against a "weakened" goddess.

Because that certain group of Tsukumogami from Mayoiga got tired of waiting so they went there by themselves and ignored the orders of "stay put" from the higher ups.
