yeah I think the Anti-Customers thing is about protecting his collection, because they're special and they're his and something he's built his entire history on Earth. a lot of it were gifts from people he was friends with who died, because humans die. so not about like.... shutting people out or refusing to help them.
Yeah, 'shop' is definitely 'clever disguise for private collection,' especially since the concept of a library has shifted from 'rich person's private collection or a thing at a university' to 'free-for-all public affair, no one knows how to treat books anymore.'
