第一篇留言當然毫無疑問的是回說：不可以，surcharge(附加費)的部分明確的寫在使用者同意條款。但是handling fee(處理費)是可以的，網站必須事先說明這些費用以讓客戶了解。

想要避嫌的話，就是你不要寫PayPal fees，寫Handling fees，然後實際收多少寫清楚。
