As far as my understanding goes Sora's ridiculously good at connecting with people, which makes him 1) a charismatic hero and 2) a great candidate for heart-sharing and bodyjacking.

Also Sora being connected to Ventus doesn't have to do with plans for the X-blade, I think.

Xehanort has tried twice to forge the X-blade: once with Ventus and Vanitas (pure light vs. pure dark), once now with the 13 darks/7 lights.

I don't get all the logic but the 13/7 thing has to do with the fact that the original X-blade (which existed long ago during the prequel mobage game...or something???) got split into 20 pieces of that ratio.

Sora and Ventus are both relevant to Xehanort's current plan in that he wants to bodyjack both of them as 2/13 of his Xehanorts, Sora having a malleable heart and Ventus currently lacking his heart.

Ventus being part of both plans is mainly convenience, as plan 1 left Ven sleeping/hiding with Sora and prime real estate for plan 2.

After KH2 Sora went off for his Mastery exam organized by Yen Sid, all of DDD happened, and 3 picks up with Sora getting more instructions post-exam. So physically, he starts in Yen Sid's tower.

Sora is Mostly Okay, as far as anyone who gets bodyjacked and depowered is okay. He's currently not a Xehanort Horcrux, but Xehanort still wants to make him one.
