I think it varies based on what kind of fries you have

like if you have those real narrow shoestring fries it's best to dip, but with like, steak fries or bigger fries putting the ketchup on the fry is best

I have to admit, though, my dad used to make me Portuguese-style round french fries and I did drizzle my ketchup on those rather than dipping. That was the exception to the rule for me.
