I occasionally have the opposite problem - I want to play unpowered characters, but then I end up with powers after all. It's a word dichotomy and I'm not sure how to make everyone happy... Other than "you don't".

I think i'd argue that this isn't as much of an issue with the access to new skills and powers as it is how players choose to interact with it

if you're forced to gain new powers, i see how that could be a problem, but in a game where that's just an option provided by the mechanics, i feel like it's up to the player to be restrained and aware of what could potentially derail their character, but also the mods to... well, moderate that sort of thing

PC is kind of the former - you're given new powers in the form of cards which are not entirely player chosen, but are invoked to use on demand. But I've also played in the latter, so I do understand that divide.
