[DAI] This is the pettiest of petty gripes, but it bothers me every playthrough

WHY is there an ocularum on the scaffolding by the Tower of Bone in the Emprise De Leon? The scaffolding doesn't appear until after you claim the campsite for the Inquisition...which means the ocularum couldn't be put there until afterwards....

which, unless the Venatori are sneaking around enemy camps and planting shards and tranquil skulls in the dark of night, makes ZERO sense.
