And yes, the US seriously needs to get with the chipping program. It is a legal requirement to chip pets in the EU, and this kind of thing shows why!

The dog may have been chipped. It sounds like the shelter couldn't contact him because he had no phone signal. All the pets I've adopted in the last 10 years have been chipped at the shelter before I got them.
