I have applied to three scholarships and called two companies about possibly refinancing my mortgage and have requested quotes on auto and home insurance.

And I went to Wells Fargo to ask about their loans. Based on interest rates, it sounds like my best option might be to take out a second mortgage on my house to open up a home equity line of credit...

It really doesn't, but I'm essentially borrowing against myself. I will have to pay it back with around 3% interest rates instead of 6-7% interest rates.
