Senator Raffy Tulfo has called on the DPWH to impose liquidated damages on the consultancy firm United Technology Consolidated Partnership (UTCP) for the P802-million Aganan flyover's 3-year delay in Iloilo due to major design flaws. The project was suspended in 2022.
