A developing economy makes people feel comfortable with just the children not dying young so it is hard to persuade to them why they need to do so much extras in a developed one.
3. Not enough affordable flat creates stress and conflicts among people who want to have partners. It is not wise to point finger at each other but oh I almost forgot we can't say the government is responsible for solving that as "this is a free economy".
