no? all reductions of potency have been DEcreased aka the potency has been increased...

aka if before enemies past the enemies took 45 damage, now they will be taking 50 damage.

all the reductions of potency have been decreased. All the changes for pve are buffs.

It is kind of terrible wording on their part though.
