1) universal suffrage. (you can vote! Even with me as a world ruler, you still would have votes for more local offices. The locals are more tuned in to the local needs than I could possibly be, so I would devolve a lot of the rule to locals.)
2) a plan for universal literacy and education, including funding for libraries. That funding includes making sure that local knowledge, including stories, are recorded and kept, with a copy in a local langage. Also the compiling of as many local language and dialect dictionaries as possible to ensure as little as possible is lost.
3) Your personal maximum savings/worth is $900 million. You're a billionaire? Not anymore. We appreciate your assistance at improving the world by restoring balance to the Force economy.
5) Universal Basic Income. How much more creative and joyful a world could we have if people didn't need to worry about their nose to the grindstone and were able to merely be creative?
6) the universal education plan includes your ability to study as far as you want. You want to be a doctor? Great! Med school is free. You have a passion for physics? Cool, study for your doctorate. You like to fix cars? Excellent, here's as much auto shop as you want. You want to study art? Entrez dans l'atelier!
7) the right to personal freedom. You're gay? Cool. Trans? Please see the stuff about healthcare being free above. You have a kink? Whatever, what pleases you within a specific line. You want to try some kind of drug? Please come to one of our special lounges to try it, under controlled conditions with medical personnel standing by in case of a problem.
8. a massive reform of the law enforcement and military. There will be standards. There will be order. First, recruitment frozen on my takeover. Then a major effort to get everyone from top to bottom psychologically profiled. Are you a racist, a sexist, or just someone who enjoys hurting people? You're out. No more. My new regime will not allow this.
At the same time, records will be reviewed. Did they cover up you're a domestic abuser, or that sex workers you arrest file complaints that disappear? There's gonna be something done. In my new world, that is not gonna fly.
9) massive law reform. most of the low-level stuff is going to be just flat-out dismissed with pardons. Did you rob a bodega or mug somebody for a fix? You're getting put into a proper rehab - which is healthcare - and then counseled and maybe you can find something you want to do, and you can go to school for it. It's all free, after all.
Then we get to the big ones IMHO: assault and battery, rape, and murder. A&B includes domestic abuse, and in the new law enforcement setup, they will be there to help. If you are convicted of assault and battery above a certain level (like, a bar fight is maybe some counseling, and that's the top level of it considered minor) or rape or murder...
...you get a reasonably nice studio apartment in a nice building, you can order food to cook, you have video and Internet (monitored and restricted), and you get mandatory counseling and psychological review. You may be able to earn social time with other inmates. You can study! But you're going to stay there until you prove you can behave.
In certain extreme cases, there may be the option of execution. Serial killers and rapists, for example, may get the Rabid Dog treatment. You have no remorse, and you actively enjoyed it, and you will do it again if ever freed? The most compassionate execution we can do. Probably drugged food to make you unconcious, and then carbon monoxide poisoning.
10) you will always have the right to complain to the government about a law or policy. Your local mayor's shitty? Well, I mean, he got voted in, but okay. There's a chain of complaint to resolve the issues. And there's auditors, to make sure the rules are followed.
going back to the UBI/Healthcare thing, there's also going to be public jobs that are incentivized. I mean, very few people want to grow up to work in a sewer plant, or be a garbageman, or work in the sewers, or a lot of other jobs. So people willing to do the needed but messy jobs get a bit more money to compensate for that.
(example: you have religious freedom, but you do not have the right to make it the basis for the lives of others. Or "If you say your religion says you can't do it, fine. If you tell me your religion says nobody can do it, we have a problem."
