faa只能做事後審核，沒有人力做事前審查，文件與發射後故障分析都是spaceX的團隊做的

你要先看完影片，才了解整個調查過程，而且FAA要等正式收到報告才會有回覆，上次發射的許可只有許可一次，SpaceX要提出修改後的許可申請文件，才會有第二次的發射許可

所以真正影響飛行許可進度的是SpaceX自己的作業時間
