it doesn't match any of the theming anywhere else

I thnk they just want transformations to be like, another Theme, but it doesn't really work because that theme is never tied into the story

at least makeup is like, compacts were some of the first magical girl henshin items ever

Tropical-Rouge's theme was tropical and makeup, like how Fresh was fruit and playing cards (and also clover symbolism). But Star Twinkle had the musical transformations to compete with kids' idol anime because multiple of those were really popular at the time, so who knows.

I always thought the transformation device this year was a fan.
