If they're allowed? Yes!

Does everyone start human? As they regain memories/powers, can their appearances change too?

Nope, someone can come as their base species. It just might lead to their memories being less believable

How would canon points/currently updating canons work? eg characters that you know are going to appear in a future update of canon (FFXIV characters who are in the dawntrail trailer for ex), players who don't want to play their characters from the most recent canon point for whatever reason, etc etc

They are updated through game events, or a player plot if you have one

Essentially, you would apply for a canon update, and once it's approved, you can either request something in the next event to facilitate the update, or submit a player plot with your own idea.

Are physical changes like cybernetic limbs/enhancements kept? Also will item regains be a thing?

They will be kept, yes! Their false memories will include having gotten the changes, though they wouldn't necessarily remember what the cybernetics can do. They may, however, come to question this sooner rather than later, as the cybernetics seem anachronistic to the setting.

As for item regains, participation in events and mini-games earns points that can be OOCly spent on items from home, to be distributed to the characters ICly by NPCs trying to jog their memories.
