in order to get an NIH grant approved you have to write a proposal & get past a panel.

if you propose to cure condition X with an effective treatment then that panel will consist of people whose own research funding is threatened and they will find excuses to vote against you.

so you can only ever claim to find out a little bit about some aspect of X which doesn't destroy the livelihoods of the existing hierarchy of researchers & big pharma (& associated admin grifters) who are profiteering off maintaining a pool of desperate victims and who don't want to move on to studying or fixing anything else.

also it pays to schmooze with the big money and become as corrupt as they are so they'll vote for you.
