I was landing a boat when it happened and just heard the crash and saw a huge plume of dust and debris. I thought the tunnel had collapsed for a second.
Left the boat to handle itself and wound up managing this scene for 2ish hours. The driver got out and chased the guy he almost hit for a moment, then lay down on the pavement and went to sleep. Kept abruptly waking up to ask me questions, then fading out again, then did the same with the cops and finally the emts.
That one can get argued more easily unfortunately. We have a regular problem child who got her ban overturned because she had rehab appointments on the other side. Which doesn't seem to be working.
