Weirdly and alarmingly there's only a few states where matchhead balls are illegal. Back in the day a low-match version were a common kid's science experiment - when there's not many matchheads in it, it just makes a flash and a smell. But enough matches and fires have been started by these things.

And no, I agree, we live in a time and whatnot that small incendiary devices should be this easy to make. But plus side....tennis ball 'bomb' is a bad word for them, unless there is actual explosive material in it, it doesn't go boom. What a lot of people call 'tennis ball bombs' are actually full of fireworks and gunpowder.

The ones with matchheads just make a big noise and catch on fire - still not great, and an accident waiting to happen, but tennis balls don't burn very quickly thanks to the rubber lining, so very few actual fires have been started by them.

Unless the person got real confused and combined instructions for making a matchhead ball and one of those 'bombs' you make scraping the metallic lining of like gumwrappers and pill packaging.
