On a more serious note, yes, I can absolutely see it as Locus's idea to give Felix the shield whether he liked it or not. Not only did the two enhancements as they were chosen for their sides work for their job, but the thought that Felix would better benefit from having a defensive item that he could deploy without much effort into its effectiveness...
...would absolutely occur and spur Locus into giving it to Felix - who is far away from him on a daily basis during this mission and whom he cannot protect.
Felix probably came up with the idea to use the shield against Locus in the ploy of "have great reflexes to save someone from a sniper's shot" though and insisted when Locus balked at first. Because it would be cool. And work in his favor. But Locus wouldn't want to accidentally shoot him if Felix missed his mark. Eventually he agreed because it had
