why they are so stupid / incompetent that they can't understand this, despite me repeatedly telling them.

they did it with bills when they were failing to send out emails too - wasting postage on a red letter without actually including the bill they wanted paying.

it should be even easier with an emailed reminder to attach the form they want signing at the same time as sending out the email.
