I vaguely remember someone posted a clip of him talking to one of his rogue gallery at a bar like "Hey buddy, you're off your medication again, aren't you? You know that's not good for you. Why don't you go turn yourself in and get some help after you finish your drink?"

(also worth noting that most of Flash's classic rogues don't have superpowers. Trickster, from that clip? just a guy. Captain Cold? just a guy. Flash outclasses them wildly in terms of powerset.)
