The "covered in fog" consequence was a one-or-the-other thing too, so perhaps I cna even finagle it so that it is covered in fog at first but then Maya pledges that if Foggy lets them have their seaside skies, that she will ensure the women continue to make sacrifices to the Fog
Merain strengthens in the Bavan Economy > Southern fishermen sabotage Merain's boats over and over until at least one is sunk > Merain strikes back with the help of monsters, NOT fog affiliated, & win > southern fishermen do strike 2 with more firepower, overwhelming Merain > the pirate council opts to ally Merain with the Fog god in attempt of victory
Then it also puts forward the idea both to Maya and to others that like, she has a village of people to lead and watch out for and sometimes that even means having to kill for
