He's kind of the opposite of Hawkeye in how he talks - although he uses a lot of words, he doesn't talk fast, and he definitely doesn't rush through staccato phrasing like that. He basically talks like he's reciting poetry or giving oration, a lot of the time - which only makes his formal way of speaking more noticeable.

There's some suggestion that Sindarin is a partially tonal language, and as Faramir is a. bilingual and b. from a society where Sindarin was historically the first language, I choose to believe that he lilts
