A couple updates on the Rules & Mechanics Page!

Clarification on newly released canons on the "Accepted Character Types" section, explanations of what happens ICly when characters hiatus or drop, and a canon update mechanic!

Just me adding things in that I realize I've forgotten!

Also moved the section on game invitations up to the "applications and activity" section where it belongs.
