I've never really been sure if him playing again was actually TECHNICALLY illegal since that's just how the UG works, but it's probably more along the lines of "neku's soul has been refined three times over so he's graduated now, he's ready to just get yoinked up into heaven"
three years probably isn't anything in the eyes of higher plane beings that live for ????? years, but three years is a lot of dead souls piling up on the UG queue
even if the game is a thing every 3-4 weeks at the fastest (considering the OG game's three consecutive weeks is apparently super bizarre) that's still roughly 36-40 games worth of souls that have been sitting in limbo
so either there's going to be a lot of catching up to do and probably some consecutive game weeks for a while, or josh had to put some if not all of the freshly dead souls back where they came from (if possible) without them going through the refining process, because they're sure as not ascending unrefined
Honestly I don't think Shades call was Legal, he doesn't have that kind of power. Conductors are a step below Composers and as far as we know, ONLY Composers + higher have that type of power rubs chin
yeah, the reason Gramps was sending them out was cause he was trying to snag Neku, THINKING he was in the RG, but he got Rindo, Fret, Nagi and Beat instead

YEah no the whole "You are bared from the Reapers game" was Shades just being a dick because his entire plan was to have Neku erased in 10 seconds of the game starting by stealing and killing every player essientally.
