much like how one of gotham's real problems is that developing a proper system to address class inequality and poverty and mental health issues is fucking impossible, so batman's rogues gallery is a bunch of dysfunctional assholes whose coping mechanisms are all supervillainy
meanwhile in the comics, one of the rogues did kill one of the flashes (bart), but only because one of the reverse flashes tricked them into doing it and they were, like, super mad about it
