Deploying without a declared State of Emergency is questionable, but funded by a donor is definitely illegal, as far as I can tell. The laws require the states to pay for in-state deployment and the feds to pay for national and international deployments.

This is an obvious GOP stunt, and a conspiracy among some GOP governors.
