My immediate thoughts are: Vash is 100% going to be "sacrificed" as he's missed quota a lot. Tim never has missed one, but he could also go as a "good example"

I might also like to find a way to give Vash a chance to play at being a hero and maybe save someone from drowning

By pulling them out or whatever is needed

And the reverse could work for Tim. Maybe get him in trouble and he's saved by someone he would consider to be a monster. Or have him show some growth by him saving someone unexpected because sitting by and watching someone die is rough

He fails it almost every July because he struggles so much with the trauma he has around that time of year
