Rubies have the established history, first rose to power and prominence war profiteering during the Dark War event. Pretty standard mob tastics. Lady What's-Her-Name does not particularly care for men.

Bulldogs are violent young men, mostly street gang tactics. Umbrella-snatchers. I may be wrong, but I keep thinking 'droogs.'

Does anyone have any info on the Swallows, or recall where they've been mentioned?

Jack might find the most common ground with the Swallows -- he appreciates up and comers, and chaos is exploitable. And he is already very meticulous about his food and drink (except when he doesn't want to be.)

LIEs HQ still remains in the Down; however, it is the only area of the Down with enforced, Creator-sanctioned protection. In other words, it’s a neutral zone, as is the elevator and the government-provided housing.

Yeah, it's still surrounded, so anyone would still need to travel through Rubies territory to get to it.
