Some might have quotas because it's a big source of income instead of taxes. I dunno for sure but I've heard that reasoning in the past.

OhCecilia : I totally agree. Their job is public safety which isn't always best achieved by citations and fines. I'm mostly talking about traffic stops but quotas tend to limit discretion because a reminder to the average motorist is often enough.

One of the justifications for quotas is that they're a mechanism to prevent officers from overlooking things that they should not be overlooking. They're supposed to be an anti-corruption mechanism, but they're so open to abuse that they lead to more problems than what they were designed to solve.
