Some might have quotas because it's a big source of income instead of taxes. I dunno for sure but I've heard that reasoning in the past.

: I totally agree. Their job is public safety which isn't always best achieved by citations and fines. I'm mostly talking about traffic stops but quotas tend to limit discretion because a reminder to the average motorist is often enough.

One of the justifications for quotas is that they're a mechanism to prevent officers from overlooking things that they should not be overlooking. They're supposed to be an anti-corruption mechanism, but they're so open to abuse that they lead to more problems than what they were designed to solve.

Although in this particular situation, the state AG actually requested that officers refrain from making arrests for pot possession while we finalize legalizing it and they made 3k in one month
