With the "usuable energy quotients", maybe that refers to the maximum amount of energy a Program can draw and store from the Grid? (I do love the drink limit idea, though. XD )
My theory is that the factions felt safer plotting in the bar when the servers had no discs that could be confiscated and also couldn't remember what they were plotting about. (Eckert disapproves.) But that was before I read this card and remembered that Zuse referred to a lot of programs in the club as "primitive functions."
That makes sense! I like your theory, and it totally works with the card, maybe Zuse picks obsolete Programs specifically to make the bar safer for all kinds of dealings?

IMHO, I figure 'usable energy quotients' are pretty much the closest the Grid has to a bank account. Every program gets X amount per Y time period based on their needs. Enough to live on, plus a bit extra. You want to blow all your spare available energy on drinks at the EOL, you can or you can save it up to get yourself that spiffy new baton or whatever.
