I'm not sure why suspicion is as high as it is though

she's not very suspicious by nature, because Tetramands are freaking tanks

If anybody's hiding anything they shouldn't or turn against her she could just annihilate them, so it's not a huge concern

Suspicion feels low but it's also explicitly focusing on people close to them rather than just suspicion of people in general, which is definitely a thing

Like if you're not suspicious over everyone around you in the Empire, you will die
