The auto-moderation bot is stupid. I had this pic flagged as Restricted and it doesn't even have bare breasts - just a see-through top.

flickr is very prudish, I always make things restricted if anything is showing, I once had my whole account set to restricted for a shot of my butt in a thong.

Nimil : that sounds like someone flagged you and they marked you restricted without investigation

Saff : could be, this was years ago but at the time there were entire flickr forum threads about how their system was flagging people in bikinis and other clothing that showed some skin but not the whole shebang.

I allways saw it as safe meant like no nudity etc, moderate is like pg13, some nip, some butt , and restricted is rated R for when the bits show , its been like that since I joined. So no idea why it was flagged as restricted.
